Default Hopping on rear wheel

I can hop in place with both tires, can rock the bike in place, and can hop when my front tire is on a ledge in front of me (can do it on any height until I fall over backwards, or my nuts get to close to the stem).
I cannot just hop on the rear wheel though...when I try, when I push with my feet, the bike rotates against my hands and I can't keep the front end from diving. What would cause this?

See if the ground you're hopping on is flat.

You may not be pushing forward enough. You have to trust the bike and hole the front brake down, so once you have the front wheel up you have to move all of your weight to the front wheel so that when you push forward the rear should come up.
I hope that helped, if it didnt post again with more specific details.
