In 1995 Fred Rompelberg of the Netherlands sets a new bicycle speed record of 166.9 mph. He was 50 years old when he set the record. (Not sure if the record still stands though).

Found this from a Google search: "Answer to our previous question: Last time, we asked you to name the fastest speed ever achieved on a bicycle. Fred Rompelberg is a brave man. According to the "Guinness Book of World Records," Rompelberg, a Netherlander, achieved a top speed of 167.043 mph on October 3, 1995, on the Bonneville Salt Flats of Utah. He had tried several times previously to break American John Howard's 1985 record of 152.283 mph, but inclement weather and crashes prevented success. In 1988, he wiped out at 120 mph, suffering 24 fractures in the process. The trick to attaining such speeds: Rompelberg rides in the slipstream of a lead vehicle".

We had this discussion earlier in the year. There is a picture as well.
