Default Unibet vs Lotto question

Just a quickie and a year over due!

Why if it is illegal to advertise gambling in France are Silence - Lotto allowed to race but Unibet was not?

I understand Lotto are a national organisation of Belgium but it is still gambling and still foreign, so what is going on?

Unibet is an online gambling... Lotto not, so not challenging FDJ!

Lotto is non profit government group so it passes the test, as is FDJ, Once, and PMU (Kinda, it is more a regulated semi government)

For profit WAS no allowed, but was just legalized in France earlier this week. Quick, somebody call Unibet and ask them if they are still interested.
