Finishing order doesn't seem to correspond to the times.

Why are some with 0.00 behind some with 0.13?

Those with 0:00 finished on the same time as the rider ahead of them.
Those with 0:13 had a 13 second gap to the rider ahead of them.

Those with 0.00 were probably held up by a crash and were credited
with the same time as the winner, even though they finished down the
order.

Because of the bad weather and dangerous conditions, the race times were
taken 3k from the actual finish.

The race then continued to "The finish" so the sprinters could still compete
for the time bouses.

That's how Eurosport explained it.

I think this Q relates to crashed riders.
If a rider crashes, and was in the final km with the lead group, he gets the
time of that group. However, if he were to be passed by others before
crossing the line, and these others were from a gapped group, he will get
the placing at which he actually crossed the line, retaining, however, the
0:00 time of finish, while those who passed him will have a higher place
with a time gap.
This all depends on whether my coffee effectively roused my brain this
morning.

Final 3 km (1 km for team time trials). Increase dosage.
