That's an interesting development. This will allow some riders who are truly innocent to clear their names. But if some riders do volunteer their DNA to clear their names, it will cast suspicion on riders who don't volunteer, and who knows, race organizers may use these as excuses for excluding such riders. Let us see what Contador does. Isn't he one of the persons who volunteered DNA in the past?

It will also allow those who did use Fuentes but know that they used up all the blood they had stored to "prove" they are innocent. The spanish authorities need a complete analysis of all of Fuentes papers, computer files, and bank records.

Agreed Bro. But do you really think that the Spanish authorities will get their asses moving on analyzing the computer files? I'm a bit skeptical of that. They may do a half-hearted job, nail a few scapegoats to convince the public, and then go back to status-quo.

Meanwhile, a poor SOB like Hamilton could have his blood tested, knowing that Fuentes was busted two years after Hamilton stopped working with him. None of his blood is likely to be stored. Very true, but that would let the cat out of the bag for the other sports. I think the Spanish authorities would look for a way to prosecute Fuentes and co. without causing any further furore over the athletes (especially the Spanish athletes) and the possible flow-on effect.

French can only charge people for action on our soil, or our citizens for bad actions around the world.

entirely a supposition on this angle, but if fuentes used a french bank account or, perhaps the transaction were begun using a french bank account would the surete have an opening to ask for a look at the files in the spanish police station?

In saying all that... remember Basso always said 'you' can test my DNA as part of an investigation thinking that an Italian investigation would never start..... Conador said much the same..... now would he volunteer ? Would he make the statement.. Astana should be allowed in the Tour because I'm giving my DNA ? He wont do it because I know, he knows it and Bruyneel knows it.... Astana for Tour argument over.

There was a generic fraud case.

Those cycist won prize money doped. That was against specific publicised rules. Surely that qualifies under numerous fraud statutes.

Yup. If France truly is worried that the doping will harm one of the greatest tourism advertisements in the world then they should charge people with ordinary financial fraud. Aside from getting to the bottom of OP, it would increase the risks for getting caught doping.
