Powertap freehub bolt torque?

Default Powertap freehub bolt torque?

I'm a bit confused about the recommended torque for the Powertap SL freehub. On page 32 of the SL manual it says "replace end nuts, torque end nuts to 12 lbs-ft." But on page 33, it says "freehub fixing bolt torque: 400-450 inch-lbs."

So my question: using a 17mm cone wrench and a 5mm hex wrench, how hard should I tighten the end nuts?
