Default HR on non-coded Powertap

I have a Powertap SL and the heart rate monitor is very sporadic in terms of collecting data. I have a non-coded computer & HR strap and was wondering if this is the problem. When on the trainer, it reads HR no problem. Out on the road, it collects every so often and I don't ride around areas that have a lot of interference. And usually, it only picks up HR on climbs or when my HR is very high. I've changed the batteries on both the strap and computer already. Any ideas? Should I get a coded computer & strap? Trying to avoid the latter is possible.
