Default What CAT would this guy be in?

I am looking into some road races. I came across "Wheels Around the Hub" race, a 53 mile road race. One cat for all. This kid,22, took it with the following times, which seem well, fairly fast. What CAT would this kid likely fall into?

18:47 19:31 18:40 19:02 18:14 19:20 19:09 2:12:43

AH, just found this:

NOTE: *COURSE IS ALMOST LEVEL! ONLY SLIGHTLY ROLLING.

Seems reasonable now.

That comes out to an average speed of around 24 mph. On a flat course the main group in a cat 4 race around where I live consistently goes at around that pace. If he soloed it off the front for 2 hours...well than thats a little different. I would put this guy at a strong 4 or a weak 3.
