Default Romic Shock

I recently bought an Elsworth Joker (the 7inch 2003 version) which has the Romic Shock.

I am trying to set up the shock but no matter what I do it still does not seem as good as I would expect from reading all the reviews at mtbreview.com. Basically its either plush but it bobs like made going uphill or it's stiff as with no bob, from reading the reviews I had expected to get no bob and lots of lovely plush travel. Am I doing somthing wrong or is this what I have to put up with, if so I will be most p***** off as I bought this over a bullit with the 5th element on the strength of this shock.

Anyone got any tips?
