Default Odd feeling Below the Knee

I'm going to give this a shot here before I try to explain this to my doctor. If I were to pull my heel up to my glute I would get one or more of the following sensations about 2" below the kneecap (right leg only).
1. Skin feels very tight
2. "Burning" sensation
3. Very sensitive to the touch
The only time it has bothered me on the bike was during a downhill tuck in a road race and the inside of knee made contact with the top tube - I swear my knee was on fire! Now that I think of it - it feels like an electrical current going through the skin below the knee. And when my sweaty knee made contact with the aluminum top tube the electrical feeling was intensified! Is there something wrong with me?
