Wife has trek920, we are trying to use a child front mounted bike seat (child is between her legs) can barely reach handle bars now. Any chance of raising her handlebars with a differnt style stem or bar?

You can use a stem riser with the same bars or fit riser bars.

What about the brake and shifter lines? Are they gonna reach or do I have to get longer cables? |

I can't really tell from here. However from past bikes no problems fitting either stem risers or riser bars. At the worst you may have to re-route the odd brake cable so they don't strain each other when turning corners.
