campag headset installation problem

Angry campag headset installation problem

I have recently bought a 1 inch threaded chorus headset.

If I install it as in the instructions with the bearing retainer? (The piece on the top bearing in between the bearing and the adjustable race) I get a gap of about 0.8 mm between the upper head tube race and the adjustable race. If I remove the other piece then the adjustable race closes perfectly on the upper head tube race. What am I doing wrong?

Ps my local bike shop said that I dont need that piece anyway, and because of the gap it leaves, I have only 4 mm from the top of the adjustable race to the top of the thread on the fork that there is not enough room to include this piece before putting on the locknut.

I have tried without this piece and the headset has been coming loose. Is this because I left this piece out or because it was not tight enough.
