I put a set of Avid Flak-Jackets on my MTB last year and they seem to be really good. You can get a set for $20 at Pricepoint. They are completely sealed (and so far on my bike, they have stayed sealed) and come with more ferrules than you will need.

Cutting new cables and jackets to size is not easy if you don't have the right tool. You can buy cable cutters for $20 for the low-end, or much more, or you can do what I do and use a dremel tool with a cut-off disk. It will cleanly cut both cable and jacket. Unlike the cable cutter tool, it won't crush the cut end of the jacket and require that you reopen the crushed end and file the sharp point off the steel wrap.

When you cut the inner cable, wrap a piece of tape around it first, then cut through the tape. Then remove the tape by pulling it off the end of the cable.

When you cut the cables, if your old cables were the proper length (did they work properly?), use them as cutting guides for the new cables. Cut the cable and jacket pieces to the same lengths as the old ones.
