Default what size bike??

Hi as the title suggests,i'm 5'2" tall and ride a road bike with "normal" size wheels the question i'm asking is would it be more beneficial for me to get a small made to measure frame with 650 wheels.If i was to do this,what size would the front chain set teeth have to be to give me the same distance covered per turn of the pedals as 700's.Or should i just stick to the normal size wheels and get a very small frame??

you should check how much it would could to get a "made to measure" frame. It could be pretty expensive. Not sure how much it would be though.
