Default folding rear rack suggestions?

I have a bike with S&S couplers so I can fit it into a airline suitcase. I want to take a rack with me, but most racks that can carry normal weight have fixed arm supports.

What are the racks out there people use that can carry 40lbs, accept panniers, and have foldable arms? Foldable arms would allow the rack to lie flat in the suitcase, making it very easy to fit in the tight situation.

I have seen the Zefal Tournee II and Zefal Safari III, but surely I am missing something as this seems to be a desireable feature. Oh, something definitely under 2lbs/900 grams is desireable since this is a consideration!
