I'm putting together a new site called Athlete ID (http://www.athleteid.org) that lets track riders (and triathletes, swimmers, powerlifters etc) add full details of their competition results to an online database and create a complete sporting profile.
The site automatically calculates each riders PB's from the results data and also generates ranking lists for each event. I love the concept of this. It's amazing that no one has done this already. I hope that the governing bodies of all sporting organizations end up endorsing this. It's a good way to not only compare yourself to other athletes the world over, but a public record is also kept of all pertinent information that anyone may want to use.
