Why is Alexandre Vinokourov not in the Tour this year? I thought he was on T-mobile but he is not riding. Is he injured?

Yes, more specifically he broke his collarbone in a race a couple of weeks ago.

A big blow to Ullrich, except that Vino may have had too much aspirations himself to be of the best use to Jan.

I wish Vinokurov was in the tour it would make it exciting, also Beloki would make it more tense too
