Default What tubes for Conti Top Touring 700x28s?

What's the best tube to run with Continental Top Touring 700x28c tires? Most of the readily available tubes seem to be sized smaller than 28c.

The application will be credit card/lightly-loaded touring on reasonably good roads - Maryland, Virginia, Southern France.

Contis' own site has recomendations for 700x28 the tour28P or tour28S would seem to be the one to look at.
