Curious, what percent of the total hours per week is spent training at or above level 4? Something like 3 hours spent around or above level 4 out of a 10 hour training week sound like enough? This would be a typical "intense week". A rough estimate would put me in the ball park at least.

I know what it varies with training programs and phases of cycles and the time of year, but I'm interested in steadily raising my ftp this year by training with enough intensity.

I don't think I could take more than 1 hr/week over L4 (that would be an "intense week"). If you want to raise your FTP steadily without peaking spend 3 hrs or more between L3 and L4. Don't go into L5 until about 8 weeks before your A race. You don't want to peak too early.
