Help me clarify: The better your fitness, the harder it is to get a high HR?

Typically I ride in the area of pained talking. Later in my rides, however, I like to not be able to talk,especially when on the trails. It's a pain prescription. This is most of my training, but I'm sure to allow for plently of recovery. This is when I am aware of my resting HR. Mine is at 46, and ifs any higher than say, 51, I take it easy or don't ride at all. I might be neurotic, but I'd rather take a day off than risk burning out.
