New Bike advice

I am after a new track bike, by new I mean new for me, I am currently borrowing a bike to see if I like track riding. Having developed a taste for it I now am looking to purchase a baby all for me... so what I want to know is, what should I be looking for?? I am a sprinter and I plan on being competative at a state level this year .. so many people have given me advice and I am starting to go round in circles, can anyone clear up what I really need, I am happy to spend around 1000 bucks, maybe a bit more for the right item, should I be after steel or alloy?? what sort of wheels should I be looking for ..... somebody please help me ..
