I believe that it is the only way to fix the problem other than just legalizing everything, which appears to be the preferred method at DP.

it's like to open a new Coliseum with riders as gladiator ready to die to receive famous and money...
in many countries, medicines are regulated, there is no reason to permit it for riders, even with doctor agreements who are linked with their Hippocratyc oath.
