Handlebar adjustment

Can anyone help me? I purchased a Schwinn Trailway bike fron Target the other day. It appears that the handlebar stem is adjustable. There are screws on either side of the stem, I loosened them, completely removing one of the screws, however the stem does not move. Can anyone tell if the handlebars are adjustable, if so how can they be adjusted. I Have a "Specialized" bike with similar handlebars and those bars can be adjusted. Thanks for your help.
