weird European Marin rear suspension

2001? Marin Redwoods from Europe. No one I know has ever seen a suspension like this before, so I'm looking for a little help
as far as what's in there, how to adjust it, and whether it needs
maintenance. Marin (US or Europe) has been zero help. Thanks!
