well for under 200, you could try the "GMC Denali". go to Amazon.com and do a search for it there... you will find some reviews that will help you make your decision... I found a fairly nice low end road bike on ebay. It is the Dawes Lightning sport and I paid around 240.00 (including shipping). I have put about
500 miles on since late july, 2006, with no problems... I think its an excellent bike for the money. More info to help, I weigh in excess of 300 lbs...
hope that helps...

The only way you could get anything of quality for that price, in my opinion, is to buy a reasonable quality cheap mtb and put a road, close ratio cassette on the back.
That is basically what I did with the Upland, though we modified that for different reasons, and you would not need to do all the other things I did!

I played with one of the GMC Denalli bikes at our local Wal-Mart and it's really just a piece of junk. It might look nice and like a road bike, but it's really not all that good (it has twist grip shifters for goodness sake). There is a better road bike you can get from Wal-Mart.com that has tiagra shifters and a tourney derailer. I think that bike might be about $299, if I remember correctly (it's black and yellow if you want to try and find it) You would be much better off buying a hybrid or a flat bar road bike from Dicks. It's a bit more expensive from places like Dick's Sporting goods, but at least it better quality and will last while you save for a better bike.

actually, it is part of the "GMC" line of bikes, and again, you can go to Amazon.com to find the complete line. For some reason, Walmart only carries the two... but they are from the same manufacture. What's nice about Amazon is that you can get some prior customer feedback on the item.
My personal recommendation, is if you can go up a bit to 240.00, there is a line of Dawes bikes that are sold on ebay that I bought latter end of july. the seller has loads of great feedback for the bikes and the one that I bought, I have put on over 500 miles on with no problems.
