i know that disk brakes still work while wet but not un water.....Yes, but I didn't stopping was an issue, its pedalling through the water and keeping the bike moving. But I can say over a longer distance like 50 metres.
Why would anyone want to do that? I know I have problems everything my disc brakes get wet. They howl, rub and can seize if silt gets into the pistons. http://www.cycling.net.au/images/smilies/confused.gif

Perhaps planning on biking down a steep river?! :p

Otherwise, I'd tend to agree with the above response - the difficulty in deep water is usually maintaining momentum, not stopping. But I'm sure you've got good reason for askin :)
