Castro will be remembered for the Missile Crisis but I would prefer to remember his role in reducing the child mortality rate in Cuba to one of the lowest in the world.
Before Castro came to power Cuba was an impoverished third-world colony of the US run by a corrupt and brutal dictator for the benefit of the Mob.
The child mortality rate is now lower in Cuba than the US.

Since you are an expert on the USCG and internet searches find one article where the US Coast Guard fired on unarmed immigrants.
The USCG can only fire on vessels that will not stop and are suspected of drug smuggling and even then they need a "statement of no objection" from the vessels flagged country. If it is a stateless vessel they then need approval from the Commandant. If they do get the approval the USCG then fires warning shots across the bow and if that doesnt work then they fire disabling shots into the engine/motor.
If you really want to actually know what you are talking about then do a search on the "6 levels of force continuum" and the "deadly force triangle". You just might learn something about the USCG and Law Enforcement.

Jeopardy exists when suspects take advantage of their ability and opportunity to place an officer or another innocent person in imminent physical danger. For example, a situation in which an armed robbery suspect refuses to drop a weapon when cornered after a foot pursuit would constitute jeopardy.
