I wouldn't use an epoxy or something similar. It's too slippery. Any sort of dust and you have an extremely slippery surface. If you are trying to weatherproof an outdoor velodrome, try a product like Thompson's Waterseal. It seals it agains't moisture and unlike epoxy, has the ability to expand and contract with the concrete. It's not as durable as epoxy, but a better product in my opinion. my guess is that you would have to seal it every couple of years with something like that. You can also try airplane runway/driveway sealer as well. It last longer than the other stuff I mentioned, but it is black, so you would have to repaint all the lines after applying this stuff. The black sealer is your most economical option in my opinion. What sort of location is the track in (climate and other conditions would help too)?
