You'll need two sets of handlebars. One set of drop bars and one set of Kilo bars. An aluminum set of drop bars should be sufficient unless you are a strong sprinter, and almost any set of kilo bars will do as long as you like them

A drop bar is the curved kind of bar that you normally see on a road bike. Kilo bars are sometimes referred to as Tri-bars. These are the types of bars that you see being used in time trials. They can be one piece bars or a set of cow horns with bolt on extensions that put you in an aerodynamic position.

Lots of good examples of both types of bars. Drop bars are used for bunch races, kilo bars for time trials

The best frame that you can get for track racing in my opinion is made by BT. Problem is they are hard to get a hold of (unless you live in australia) and very expensive. In North America, a new one would cost you around $5000 for the frame and fork only. It would help to know where you are from that way I can possibly point you towards brands that would readily be available to you. A good website to check out for anything that deals with track equipment is www.businesscycles.com
THey have a lot of good track equipment.

the website for BT is www.biketechnologies.com
you can also check out Corima, they are a french company at www.corima.com
both expensive and high end equipment makers that you see under the best riders in the world. There are many good builders of track frames that use aluminum and sell for around $2000 for frame and fork.

Go to a local frame builder and ask for a steel frame with an aero downtube and a slightly lower than normal head tube. Maybe make the seat tube slightly steeper so when you move the seat forward for pursuits it won't be too much, and when you move it back for mass start races it will be in the normal place. Now if you are young enough to still be growing don't do any of this and just get a Fuji or something.
